Abstract

This study focused on the nudge strategy that continued cooperation between the two Koreas. The Kaesong Industrial Zone was symbolic space that showed the dynamics of inter-Korean relations until it was completely stopped in 2016. In particular, it can be seen that water treatment plants was recognized as a strategic bastion to mediate the conflict between the two Koreas despite numerous conflicts surrounding the Kaesong Industrial District. This shows the necessity of a nudge strategy for future inter-Korean cooperation. Ostrom s Institutional Analysis (IAD) and Design Principles were applied as theoretical frameworks for demonstration. This study is meaningful in identifying the factors that have repeatedly interrupted and resumed inter-Korean cooperation in the past and preparing for continuous inter-Korean cooperation in the future. Above all, this study shows that the Nudge s power, which does not block North Korea s choices or impose a significant burden, can be the driving force behind creating sustainable inter-Korean cooperation.
