Abstract

The article discusses the institution of public manifestations in the context of the development of forms of deliberative democracy. Public demonstrations are considered not only as a form of protest civic activity, but also as a way to involve citizens in the process of changing the constitution. There is a lack of development of the potential of rallies and peaceful assemblies for the purpose of increasing civil participation in the initiation and discussion of constitutional projects. It is proposed to impose on the authorities the obligation to maintain open statistics of public demonstrations related to civil constitutional initiatives, as well as the introduction of a simplified procedure for holding meetings aimed at discussing constitutional changes.
