Abstract
The article proposes and substantiates a new form of vertically integrated state and municipal government, including, first of all, a sufficiently developed system of local self-government. This form of state management is considered by the authors as the most adequate for a mixed, socially-oriented, state-corporate model of the Russian economy, defined by them as a "development state".
