Abstract
Introduction: the Russian government has attempted to create a favorable climate for business development by creating special development institutions, effective laws on entrepreneurial activity and through functioning of special business regimes. In this regard the assessment of these institutions by the business community is of a particular interest. Aims: to identify and outline the entrepreneurs opinion on the development institutions and their attitude to the current business regimes in the Far East (the territory of advanced socio-economic development, the free port of Vladivostok and the Far Eastern hectare). Methods: the information was collected through interviewing the Vladivostok businessmen on their perception of development institutions. The obtained data was processed using the QDA-Miner program. Results: the most popular topics covered by the respondents, data and interviews differing from the total population and forming links with each other (clusters) were analyzed. The analysis revealed the difficulties entrepreneurs face when interacting with development institutions, the problems arising during the transition to special regimes, the reasons for unwillingness of businessmen to acquire the resident status in the territories of advanced socio-economic development, the free port of Vladivostok or the status of the Far Eastern hectare owner. Among them are also the issues of entrepreneurs informational awareness, bureaucratization and inhibition of processes by government agencies, the lack of necessary infrastructure, inconsistency of information on reality maps, mistrust of the business community to the state, etc. Conclusion: the detailed analysis of the interview data made it possible to reveal the problems of interaction between the development institutions of the Far East and the businessmen of Vladivostok. The following solutions were proposed: raising the entrepreneurs awareness through advertising campaigns and improving electronic platforms; overall transfer of authority and responsibility of development institutions to The Far East Development Corporation; using mentoring as a tool to work with the staff of the institutions; relaxation of the state control over the business residents, optimization of infrastructure in the territories of special business regimes; updating maps of territories and a number of other mechanisms.
