Abstract

The ‘Comprehensive Maintenance Plan for Neighborhood Unit in storm and flood disaster’ is a meaningful project in that it integrates and implements all storm and flood-related maintenance plans that have been dispersed by ministries. In this paper, we examined whether the 'Comprehensive Maintenance Plan for Neighborhood Unit' can be included in the 'intensive heavy rain' in August 2022 and 'Hinnamnor' in September, and whether it can be applied appropriately in inland areas without unreasonableness. The ‘flooding by Hinnamnor in Pohang’, ‘the claim of flood damage caused by the operation of Lake Sihwa’, and ‘flooding of the Moraenae stream’ had a common cause. In order to solve this problem, 'Pohang flooding by Hinnamnor' requires a separate design that considers sea level rise due to typhoon low pressure rather than dealing with tide forecast alone. There is a need for institutional arrangements (guidelines, etc.) In addition, in the case of the 'Moraenae District', cases caused by the rise of the 'downstream boundary condition' of nearby rivers must be reflected in the design.
