Abstract

The article examines the institutional limitations of inter-municipal cooperation in the Republic of Bashkortostan. It is emphasized that in the field of international, interregional and foreign economic relations, the republic establishes direct ties in the format of «region with region» (R2R), takes an active part in the movement of urban paradiplomacy – twinning. The article focuses on the fact that international cooperation needs to regulate issues of interaction not only within the framework of cross-border cooperation, but also in matters of inter-municipal relations with other countries and twin cities. The obstacles in the creation of inter–municipal interregional cooperation are identified – the problem of multiple responsibility, the risks of loss of ownership of property, the solution of private tasks to the detriment of general ones. The institutional limitations of inter-municipal cooperation in the Republic of Belarus related to law enforcement practice are revealed.
