Abstract

The paper outlines the core approaches to the study of social development; it shows that people’s adaptation strategies can be a factor of social development amidst the sluggish economic growth. It reviews the adaptation resources of the population, quantitatively classifies people by low, medium and high adaptive potential; describes the socio-demographic composition of the respective groups.
 The research provides insights into the most widespread adaptation strategies of the population based on a different combination of available social and economic development resources, including labor and financial strategies, investments in human capital, employment in personal households. It studies the link between the implemented strategies with welfare changes in the population groups. The authors construct the typology of adaptive behavior and show that the low resource potential of most people hampers the formation and rollout of effective adaptation.
