Abstract

For the last ten years, 270 deaths, 206,509 victims were caused by flooding. In order to reduce the casualties, flooding patterns, prediction of the danger flooded areas, standard of the safe evacuation environment it is important. In addition evacuation routes and shelters does not reflect the characteristics of a natural disaster and measurement capabilities of the refuge person is also not made much yet. The purpose of this study is to provide the standard of the safe evacuation environment through the evacuation simulation experiment to measure change in speed due to the water depth and to analyze speed difference in movement form, physical condition, distance. Evacuation simulation experiment was conducted with 20 people male of 20's-30's. The results was that 1] The speed is decreased as the water depth deepen but not a big difference in the running and walking. 2] The speed is more influenced by exercise capacity than the physical condition. 3] It showed a large speed reduction ratio lower than the deeper depths and running than walking in the speed according to the distance. This experimental data and the results of this study can be used as a basis to set the standard of safe evacuation plan for flood. Ultimately, expected to reduce the loss of life due to flooding.
