Abstract
This study developed a model that assesses the safety climate of public organizations. At first, we developed a safety climate scale for public organizations. Next, we explored the relationship between the safety management system, safety culture, and safety behavior. This study was conducted in two stage. First, we developed preliminary questions for a safety climate scale. Reliability of the developed scale was greater than .90, and validity was adequate. Second, we identified the relationship between safety management system, safety culture, and safety behavior. As a result, the safety management system indirectly influenced safety behavior through safety culture for the internal employees. On the contrary, the safety management system directly effected safety behavior and indirect effects through safety culture were also significant for the partner companies.
