Abstract

Тhe problems of research and understanding of the activities of a modern administrative system by the method of forming the conceptual apparatus of management science are often reduced to the fact that scientific works appear through a progressive dialogue of authors at the current moment in time, while the subject area of administration is not investigated, but constructed, the understanding itself the essence of administrative and legal phenomena is reduced to clarifying the meanings of statements and their interpretation, rather than examining objective phenomena and processes that representatives of the state administration have to face; this approach is more like a scholastic than a scientific one. In this regard, it seems more correct to study not the formal issues of the admissibility of certain legal structures in the legal regulation of the activities of the administrative system, but to study those challenges that really affect the formation of the object of such activity and subsequently the subject of administrative and legal research.
