Abstract

The tourist industry in the Odessa region is becoming increasingly important for the region economy. Increase the level of realization of the tourist potential of the Odessa region is possible through the introduction of modern forms of business organization, which include cluster structures. In paper the estimation of an opportunity of creation and development of tourist cluster in the Odessa region under the author's algorithm which describes a sequence of actions for decision-making has been executed. The algorithm for creating a tourist cluster includes stages from the analysis of tourism resources (natural, historical, cultural and infrastructural) of the region, the identification of priority tourism for the region to assessment of the interaction effects between individual participants in the tourist cluster and the region, and legal registration of the cluster with a positive result. The result of the realization of the cluster concept will be the creation in the Odessa region of a developed tourist infrastructure, the enterprises of which can provide services of a wide range and high quality. According to the results of the study, it was determined that among the most promising for the Odessa region are the following types of tourism: beach, eco, business and cruise. The potential composition of the participants of the tourist cluster can be formed from representatives of tourism service providers, hospitality industry institutions, leisure facilities, specialized educational and scientific institutions, public authorities and regional tourism institutions, enterprises and organizations of related industries. Factors for the creation of a tourist cluster in the region, except for the territorial one, is the factor of economic unity and joint use of resources, the locality factor, competition and cooperation, investment attractiveness. The general assessment of the effectiveness of the cluster includes indicators that characterize the production structure of the integration, innovation activity, economic and social development, the ecological situation in the region, allows to identify positive and negative trends after the formation of the cluster and is the basis for making management decisions on the organization and functioning of the cluster. With this approach, it is possible to assess the effectiveness of the cluster itself as a integration and its individual participants, which characterizes its universality and complexity.
