Abstract

The chemicals we use as essential in our lives give us a lot of benefits, but on the other hand they make us uncomfortable because they give unpredictable risks. As a result of subsequent large-scale chemical accidents, the word ‘chemophobia’ is so popular that there is anxiety about chemical and chemical products. we have to use them inevitably at risk. If we can’t avoid them, we should actively manage them and respond preemptively and proactively. Regarding chemicals in general, we regulate them by the Act on the Registration and Evaluation, etc. of Chemical Substances and CHEMICALS CONTROL ACT. But as for the daily life chemical products and biocidal products, there was a big gap because of the management is done by individual laws of each department. In order to solve these problems, the government established the “Consumer Chemical Products and Biocide Safety Control Act” in March 2018 after pursuing measures and institutionalization continuously since 2016. Although this law contains many solutions that have been presented in the past, it is too early to tell the effect because it is still before its application. Now, it is time to constantly get interested, to create conditions, to form public opinion, and to calmly verify.
