Abstract

The United States leads the maritime unmanned system under name of “gohst fleet program”. The U.S.‘s concept of ghost fleet may seem effective for future maritime security environment for every country. But it wouldn’t be the same because of a different security/operational environment. Therefore, it is necessary to develop the concept of the Korean Ghost Fleet in line with our security/operational environment. In this paper, the concept of K-Ghost Fleet operation was presented under two seperated time categories, peacetime and emergency/wartime, so that we can identify the required capabilities. Unlike the United States, South Korea is equipped with small UAV/USV/UUV on a mother ship rather than a medium/large maritime unmanned system. Seperated small UAV/USV/UUV will be on board for patrol mission during peacetime and they will be launced for a composite warfare to respond to various threats and neutralize enemies. T he r oadmap f or K -Ghost F leet w ill b e laid o ut i n a three-stage(short-term, m edium-term, and long-term). First, i t plays an auxiliary role in manned ships in the short t erm. S econd, i t will b e a system that can be operated as a MUM-T(Manned and Unmanned Team) in the medium term. Third, the ghost fleet will replace manned ships in the long term. This paper studies the operation concept and force development direction of the Korean ghost fleet. For futher research, I suggests a specific year in the roadmap of force development, more required specification in detail, and research on whether it is recognized as a navy ship by international law.
