Abstract

In the case of idle land in the city center or a site that has lost the function of the existing land, it is difficult to develop it as an existing use area. Therefore, it is necessary to induce development by changing the use area of the site through prior negotiations, and to provide some of the profits from the development as public contributions. Therefore, this study seeks to find improvement plans by examining various problems and obstacles that occur during the negotiation process of the pre-negotiation system for public contribution and the process of negotiation implementation. First, various problems and solutions emerged from prior research related to the pre-negotiation system and public contributions were derived to extract various obstacles that could arise from pre-negotiation of urban planning changes. Second, FGI was conducted through a survey of experts, and then AHP analysis was conducted. Third, the factors for improving public contribution were first extracted and classified, then added and removed through discussion with a number of experts in the relevant field, and the final factors for improvement were selected. The final improvement factors for the study were summarized by re-examining whether there were any missing parts.
