Abstract

The author cites in the article the results of an empirical analysis of the state and prospects for the development of network educational programs and an analysis of the evolution of the legal regulation of their financial support. Generalization of studies devoted to the implementation of network educational programs, as well as the practical experience of educational organizations in their implementation, allowed the author to formulate a number of theoretical and methodological provisions in the field of the economics of education, as well as methodological recommendations on the financial and economic support of educational programs in a network form. An analysis of the dynamics of the development of network programs allowed the author to state an annual increase in the absolute number of network programs with outstripping growth rates of network programs compared to the growth rate of their total number, as well as an increase in their share in the total number of higher education programs being implemented. At the same time, the analysis of the current regulatory and legal support of network programs both at the federal level and at the level of executive authorities made it possible to conclude that there is some temporary lag in the methodological support of network programs from their actual development and distribution, as well as the lack of methodological support for educational organizations in part of the financial support of network programs by the regulator. The author concludes that the Ministry of Science and Higher Education of the Russian Federation needs to prepare Methodological Recommendations, which should contain a number of explanations regarding financial models, the procedure and sources for reimbursement of costs associated with their implementation, as well as methods for calculating the amount of costs to be reimbursed. The methodological basis of the study conducted by the author was the following methods: comparison, generalization, statistical analysis, dynamic analysis.
