Abstract

The Internet use environment is expected to change rapidly. Accordingly, to flexibly cope with these changes in the Internet environment and to secure national competitiveness in the Internet Services market, the government should establish policies that aggressively invigorate internet use. Future policies and legal systems for promotion of Internet use must take the characteristics of Internet-based services into consideration and come up with ways to provide appropriate support. To this end, it is necessary to prepare the promotion policy for enhancement of the reliability of Internet-based services and contents, and lay the foundation for development of support programs. Also, it is necessary to promote a sound Internet use culture and fair competition and win-win cooperation among Internet service providers. The entry barrier must be lowered so that new Internet-related enterprises can enter the market more easily and the support system must be instituted. In consideration of the global nature of the Internet, the foundation for global cooperation in regard to extraterrestrial application of Internet-related laws must be laid down, and the grounds for cross-recognition of extraterrestrial application in related countries must be prepared. That is, efforts must be made to figure out ways to enhance the global governance competency.
