Abstract

The purpose of this study is to identify Japan‘s tourism policies and the growth factors of Japan‘s major regional tourism industry based on Japan‘s tourism strategy. To achieve the purpose of this study, four areas were selected, including Tokyo Metropolis, Fukuoka Prefecture, Hokkaido Prefecture and Kyoto Prefecture which have high growth rates in the tourism industry due to various factors. The analysis method was compared and analyzed using the traditional shift-share analysis model and the Esteban-Marquillas model. According to the study, Japan‘s regional tourism promotion policy had a positive impact on Tokyo Metropolis and revitalizing regional tourism. Furthermore, the regional share effect, regional competitive effect, and regional allocation effect showed that the growth factors reflected the characteristics of each of the four regions.
