Abstract

Mass sports are one of the priorities of national development. The theoretical basis of the study was a critical review and comparison of the main approaches to strategic planning. The author chose the positioning method as the main method. The North Caucasus Federal District was chosen as the object of study. Using the example of this federal district, a methodology developed by the author was used, which makes it possible to position regions according to the degree of development of mass sports. To conduct an objective analysis, official data from the Ministry of Sports of the Russian Federation was used. Russian regions differ in various factors influencing the development of mass sports. In addition to the quite obvious natural and climatic factors, the development of sports is influenced by socio-demographic, economic and cultural factors. Based on the research, the regions included in the North Caucasus Federal District were positioned, which were distributed across all four sectors, characterized by varying degrees of development of mass sports. The current position occupied by the region has a direct impact on the development of strategic plans for the development of mass sports, taking into account the key factors influencing its development.
