Abstract

The present article provides reasoning to the belief that: the notions of “language competency / competence,” “speech competency / competence,” “communicative competency / competence” are not identical but have semantic and structural differences, and therefore exist in hierarchical framework; the level of a person’s speech development is an indicator of relative quality of the acquired knowledge and skills, and it is subject to improvement and further development with consideration of low or high performance in real communicative processes; speech development ranks below the level of speech competence and above the level of speech activity in the structure of communicative competence.
