Abstract

One of the driving ways of socio-economic development for regions with a low level of development was the Individual Programs for Socio-Economic Development (hereinafter – IPSED) until 2024 with prolongation until 2027, with financial support from the center in a ratio of 90 to 1 (federal subventions in the amount of 90%, regional 1%). Siberian regions with a low level of development were selected by the Ministry of Economic Development of Russia on the basis of the "Methodological recommendations for organizing work on the development of individual programs for the socio-economic development of subjects of the Russian Federation with a low level of socio-economic development": the Republic of Altai, Tuva and the Altai Territory. Individual programs for socio-economic development will help Siberian regions with a low level of development to achieve the national development goals of the Russian Federation until 2030. The purpose of the study is to update the intermediate implementation measures of the regional authorities with the IPSED in Siberia. The object of the study was the IPSED of Siberian regions with a low level of development. A comparative description of the main socio-economic indicators of the development of problem regions of Siberia has been made. The authors also calculated the interpretive forecast version of 4 indicators: average per capita cash income of the population; the proportion of the population with monetary incomes below the subsistence level; unemployment rate; investment in fixed assets per capita, on the basis of which 10 regions of the Russian Federation were selected for the development and implementation of the IPSED until 2024. In this case, a set of methods was used: induction, deduction and statistical methods of analysis, such as comparison, dynamics, forecast (least squares method). Taking into account the set goal, the assessment of some positions of individual programs for the socio-economic development of the regions of Siberia is carried out by the authors on the basis of a qualitative component (distinctive regional components) and its real impact on the economy of regions with a low level of development. The result of the study is of an intermediate-recommendatory nature, IPSED programs are being implemented in territories with a low level of development of Siberia until 2024 (prolongation until 2027).
