Використання проєктного менеджменту в діяльності органів місцевого самоврядування

Abstract

The article reveals the importance of prospects for the use of project management approaches in individual public authorities, in particular in local state administrations and united territorial communities. It has been determined that project management has recently taken a special place among these approaches, as the socio-economic life of most countries is in a rapidly changing situation of internal and external influences, and the transition to new government standards is part of reforms that introduce new approaches in a timely manner and aim at achieving clearly defined goals. When identifying the issues, it was found that the areas of application of the concept of project management are extremely many, and they can cover almost all areas of human life, including public administration. However, to date, project management tools have not yet been widely used in government. It is proved that when developing projects, the management of the authorities must take into account the interests of the local community - consumers of the project results. Therefore, the formation of public relations, public opinion, municipal advertising is extremely important to increase public confidence in government and create a positive public opinion on the package of projects to be implemented within the development strategy of the settlement. It is substantiated that the introduction of project management in local governments will enhance the participation of civil society in governance, which will give it legitimacy, bilateral exchange of experiences, improve awareness and mutual understanding. It is generalized that the results of project implementation and the experience gained by its executors can be used by local governments to coordinate the development of the territory in accordance with the needs and interests of local communities, and thus create a favorable environment for socio-economic and cultural development at the local level, through self-organization and social activity of the inhabitants of a certain settlement, which opens new opportunities for the development of territorial communities.
