Abstract

In strengthening the socioeconomic security of the city, it is advisable to use a scenario approach, the organizational tool of which is scenario. Scenario represents a substantiation of an own approach to the possible directions of development of the object, and on the other hand, the proposal of organizational approaches to reformatting expectations for the real future. Making the most efficient decisions for the future ensures the use of scenario development technology. Actions, procedures and operations of the technology of developing a scenario for strengthening the socioeconomic security of the city should be carried out in a given sequence. To develop a scenario for strengthening the socioeconomic security of the city, it is crucial to form a system of initial provisions, the purpose of which is to obtain a holistic view of the possibilities of city authorities in securing the city, depriving the process of developing a purely formal scenario and, accordingly, increasing its effectiveness. The high level of uncertainty, different conditions for developing a scenario for strengthening the socioeconomic security of the city necessitate a certain set of scenarios (alternative scenarios), the totality of which should reflect the readiness of the city authorities for any development of events in the external and internal environment of the socioeconomic system of «city». The development of scenarios for strengthening the socioeconomic security of the city should proceed from a clear idea of the content and special features of the functioning of the socioeconomic system of «city»; to be carried out in compliance with the principles provided, taking into account the limitations of the used scenario approach, the identified threats to the socioeconomic system of «city», their nature and stage of development and the close relationship between ensuring the socioeconomic security of the city and the balance of the interests of elements of the system which are different both in nature and in the ways of their manifestation.
