Abstract

The article is devoted to the analysis of the main approaches to the formation of the state's innovation policy in the Russian Federation. The study considers three key areas: linear approach, commercial and non-commercial approaches to innovation. Special attention is paid to studying the impact of the state on the functioning of markets in order to increase the number of innovations. The advantages and disadvantages of each of the approaches are analyzed in the context of the strategic development of the domestic innovation industry, and proposals are made for improving state policy in this area. In conclusion, the need for a systems approach and the role of systemic innovations in the socio-economic development of the country are discussed.
