Abstract
This article considers a new approach to understanding the basic principles of the general theory of security, arranges the relationship of interests and threats, security and development, specifies and systematizes the judgments of various authors. As a result, the basic law of the general theory of security is formulated and substantiated, the essence of the driving force of human development is revealed.
