ПОДОЛАННЯ НАСЛІДКІВ ДЕІНДУСТРІАЛІЗАЦІЇ ПРОМИСЛОВОСТІ УКРАЇНИ В КОНТЕКСТІ ЄВРОІНТЕГРАЦІЇ
In the paper, we investigate the main causes and consequences of de-industrialization manufacturing and identify important factors influencing the structural transformation of the industrial sector through the prism of global technological challenges. Important challenges identified include environmental challenges of the threatening impact of climate change, digitalization in all spheres of public life, the technological leadership of developed countries in context field of Industry 4.0, changes in the geopolitical landscape and trade conflicts between countries; migration and population aging; changes in competencies and retraining of employees to acquire digital skills; cybersecurity and volatility threats; quarantine amid the COVID-19 pandemic. The current structural imbalances of Ukrainian industrial development are considered and the current state and dynamics of structural changes in the Ukrainian economy in technological, reproduction, sectoral and foreign economic dimensions are analyzed. Crisis trends in the Ukrainian industry developed long before the start of the COVID-19 pandemic: comparing the structure of Ukrainian industry by type of economic activity, a decrease in the share of the manufacturing industry, a loss of production potential for a number of high-tech industries (automotive industry, instrument making, shipbuilding) and a decrease in added value in manufacturing industry with Ukraine's establishment as an independent state in which profound political, social and economic reforms have begun to take place. The analysis made it possible to determine further opportunities for industrial development, taking into account harmonization with European trends in digital and green transformations in industry. Based on the research results, complex directions for solving structural imbalances in industry at interrelated levels are proposed: state, regional and local levels. Overcoming the consequences of Ukrainian manufacturing deindustrialization in the context of European integration is dependent on developing and implementing relevant policy of manufacturing modernization and principles of the "circular economy"; integration into strategic value chains; creating conditions for training personnel with digital competencies; development of an innovative infrastructure – scientific, industrial, technological parks, innovation clusters and business-incubators. This will lead to the development and introduction of domestic innovation in production, which in turn should inspire further progress in the innovation structural transformation in Ukrainian economy and help to enhance national competitiveness and achieve sustained economic growth.

- Management and Entrepreneurship in Ukraine: the stages of formation and problems of development
The article examines the development of the circular economy in Ukraine, as well as the prospects of implementation of the experience of leading EU countries in the field of circular economy in Ukraine. The relevance of the study is that for now in Ukraine very few steps have been taken towards a circular economy, although everyone understands its importance. First of all, the meaning of the circular economy is revealed and the main advantages of its implementation in Ukraine are determined. The advantages of the transition to a circular economy are as follows: significant material savings, sustainable use of resources, stimulating innovations, the ability to meet the needs of the ever-growing population of the Earth, economic growth, and income. The circular or closed-loop economy involves the recovery, reuse, and rational use of resources and, through services and smart solutions, leads to added value. The state of resource management in Ukraine and the EU, in particular waste management, is analyzed. It is established that in the field of waste management Ukraine lags far behind developed European countries. Today, huge amounts of waste have accumulated in Ukraine, and currently, there is no developed infrastructure to decide this problem, and landfills themselves have become sources of great environmental danger. The new EU policy and the policy of Ukraine in the field of circular economy are analyzed. Taking into account the best European practices, recommendations are given to Ukraine on the transition from a traditional, linear economy to a circular economy. The main ones are as follows: it is necessary to change the structure of public procurement and focus on environmentally friendly types of production; it is necessary to accelerate the transition of Ukraine from the traditional model of public procurement to the concept of “green” procurement; it is necessary to develop an effective legislative and regulatory framework for the functioning of the circular economy; it is necessary to move to more efficient business models (such as ecodesign, repair, reuse, recovery and exchange of products and maximum prevention of waste generation) and stimulate the development of environmentally friendly technologies; it is expedient to develop programs of financing of projects in the field of circular economy; it is necessary to promote better awareness of consumers about the concept of “circular” economy, environmental “footprint” of goods and services, as well as sustainable consumption; it is necessary to change the method of production and consumption of goods from short-term to long-term, as well as to encourage the economy, businesses and consumers to maximize waste recycling. It is also established that in general, Ukraine’s policy in the field of circular economy should be formed and implemented at all three levels: national, regional, and global. However, each of us can begin to change in the direction of a circular economy (for example, through conscious consumption and resource conservation). It is also important to realize the importance of sorting garbage because its removal to landfills and finding new ones is not the best solution. Garbage needs to be recycled, and this can only be done if it is sorted.

The development of the economy of Ukraine in modern conditions requires substantial strengthening of interconnection of the elements of innovation process through the establishment of institutional frameworks for large-scale structural and innovation transformation. This is especially topical for the coal industry as it feels the significant impact of institutional environment.The problems of the institutional environment of innovation development of coal enterprises are considered. They relate to: identifying and disclosing the components of institutional support of innovation development of the coal industry; clarifying the content of the institutional environment of innovation development of the coal industry; determining the directions of institutional support formation for innovation development of the coal industry; trend changes in the institutional environment of innovation development of industry in Ukraine taking into account industry specifics; conceptual positions of institutional support of innovation development of the coal industry; proposals on improving the organizational-economic mechanism of innovation development of coal production; systematization of factors of state regulation of innovation development of the coal industry based on market transformation processes in the economy of Ukraine. As to solve the problems of institutional support of innovation development of the coal industry in a great importance are the generalized approaches of scientific schools «economic security of industrial enterprise» according to classification features, external and internal factors that reduce the level of economic security, constituent elements of the institutional mechanism of economic security of industrial enterprise, consideration of the factors influencing the risks associated with the implementation of investment and innovation projects in the coal industry and measures to minimize their impact through the creation of innovation structures - technology parks. The recommendations on improving the regulatory and legal support of innovation development of the coal industry are given both in general and for the coal Donbas in current emergency situation. The coal industry enterprises should implement the institutionalization of their activity through the process of «investment» in different areas (human and productive capital, implementation of various social priorities, formation of the state policy of energy independence, etc.). To ensure the most positive outcomes of their social and industrial activity coal enterprises need to accumulate and efficiently manage not only the significant material, financial, intellectual, human, and other resources, but also to focus on maintaining a high level of capitalization based on the optimization of different sources of capital formation. The problem of technical and technological modernization of coal mines is extremely urgent for overcoming the unprofitability and improving the efficiency of the domestic coal industry. This issue is of a particular relevance now, when the recovery of the coal industry in Ukraine is significantly complicated by the need to overcome the consequences of the fighting in the Donetsk and Lugansk regions.

Methods. The theoretical and methodological basis of the research is the work of domestic scientists, data from government agencies, in particular the Ministry of Finance of Ukraine, the State Statistics Service of Ukraine, the National Bank of Ukraine. Information from the International Monetary Fund, the EU website, and the European Business Association was also used. The results were obtained using a range of methods: the method of logical analysis made it possible to develop the logic of the research; structural and statistical analysis of dynamics was used to evaluate private foreign investments in Ukraine by EU countries and types of economic activity; graphic method – for visualization of the obtained research results; grouping methods, tabular – for selection, generalization of data and presentation of calculation results; deduction – to highlight certain factors affecting the investment attractiveness of Ukraine and others. Results. The article is devoted to the analysis of trends in foreign direct investment inflows to Ukraine, in particular from EU member states. The essence of direct foreign investments is considered. The volume of FDI in the economy of Ukraine, FDI inflows (operations and balances under instruments) by EU investor countries were studied. It was revealed what events influenced the excess of FDI outflows over inflows in the national economy. The dynamics of the volume of FDI (share capital) in the domestic economy, in particular from EU countries, FDI (residues on instruments) in Ukraine by types of economic activity were also considered and analyzed. The investment attractiveness is characterized and the main negative factors influencing the investment climate of Ukraine are identified. Novelty. An assessment of the current state of direct foreign investment in the economy of Ukraine by EU countries is provided. The general trends of FDI attraction in the economy of Ukraine are substantiated. Prospects for the further development of Ukraine's investment relations with EU countries have been determined. Practical value. The analysis of the dynamics of the volume of private foreign investments in Ukraine makes it possible to predict the trends of future inflows, in particular from the EU countries. It is also possible to identify EU member states that invest the most and the least in our country and, as a result, develop measures to increase Ukraine's attractiveness for FDI from EU countries, since they are economically and innovatively developed.

Ensuring the sustainable development of economic systems requires the introduction of organizational, management and environmentally friendly technologies, as well as innovative business models aimed at reducing the negative impact on the environment. This is in line with the concept of "green growth" proposed by the Organization for Economic Co-operation and Development. As international experience shows, an increase in the level of environmental safety of the national economy can be achieved through the introduction of fundamentally new management tools based on integrated (combination of system, process, situational, functional) approaches, the concepts of "lean" production, sustainable development. The purpose of the paper is to clarify the essence and content of the term "circular economy" on the basis of generalization and systematization of existing conceptual approaches to the definition of this concept. Methodology. The methodological basis of the study are the scientific works of foreign and Ukrainian scientists on the problems of green economy, circular economy and environmental management. The study was conducted using general scientific methods: analysis and synthesis (to generalize the existing conceptual approaches and provisions, scientific developments on the development of circular economy and ecologization of logistic systems, clarification of terminology), classification (to systematize theoretical approaches to the definition of "circular economy" proposed by various scientific schools), structural and logical generalization (to clarify the essence and content of the term "circular economy"). Results. The evolution and preconditions of formation, challenges, and factors of development of circular economy are investigated. Existing scientific approaches to the definition of the concept of "circular economy" are analyzed and summarized, which are conventionally systematized into the following groups: section of economy, paradigm, strategy, model, system, ecological opportunity, recycling technology, tool of "green" economy, and type of economic activity. The term "circular economy" is proposed to be considered from the following positions: as a modern paradigm of development of logistic systems; as a new way of management in the conditions of digital transformations; as a strategic direction of sustainable development; as an economic model based on the technology of industrial waste processing in order to achieve sustainable business models in the national economy. Practical implications. The key goal of the transition to a circular economy is a paradigm shift in logistics, rethinking the value chain and developing new business models that must meet the current requirements and challenges of the global world. The practical significance of the results of the study lies in the possibility of developing recommendations for "green" transformation of logistics systems in a circular economy and regional strategies for industrial waste management in the economic regions of Ukraine, taking into account their specificity. Value/originality. The author's approach to the formulation of the category "circular economy" is theoretically substantiated.

Objective. Based on the world experience of determining the parameters of the functioning of innovation systems and rating assessment of security parameters, the objective of the research is to investigate the current state of the innovation ecosystem of Ukraine; services of basic security parameters that can be used for practical assessment of innovation ecosystems and conduct a practical assessment of various sectors of the economy of Ukraine on the level of effectiveness of their participation in the formation of innovation ecosystem. Methods. The theoretical and methodological basis of the study are the scientific works of foreign and domestic scientists. To achieve this goal the following research methods are used: analysis (to study the dynamics of innovation processes in the economy of Ukraine), comparison and synthesis (to study the security parameters proposed by other authors to form a list of security assessment parameters of innovation ecosystems), rationing of economic data; ratings and graphs (to build innovative security ratings of comparative industries in Ukraine). Results. Three main groups of indicators for assessing the security parameters of the innovation ecosystem of Ukraine are proposed. They in turn consist of 12 indicators for assessing the security of this type of economic activity to include it in the innovation ecosystem and to invest in innovation in this area. The advantage of the proposed list of indicators is that, on the one hand, it is based on security parameters proposed by other authors to assess investment processes, and, on the other hand, takes into account existing in Ukraine statistical reporting on innovation processes, which allows using existing data statistical reporting of the State Statistics Committee. A rating assessment of 60 types of economic activity of Ukraine is built according to the proposed approach (both for each group of indicators and integrated rating), three areas of economic activity with the highest value of security parameters (research; computer production; pharmaceutical production). ecosystems of Ukraine and promising areas of formation of the main directions of further development of the innovative ecosystem of Ukraine are identified.

The material of the article examines the evolution of creative industries in Ukraine, highlighting their growing role in both the economic and cultural spheres. A comprehensive analysis is presented that reveals the multi-level economic impact of these industries, including direct, indirect and induced effects, as well as their role in facilitating innovation and technological progress. These industries, according to the definition of the Ukrainian Government, cover 34 different types of economic activity, which significantly affects such sectors as IT, advertising and publishing. In 2020, their contribution to the economy of Ukraine was noticeable: they accounted for 4.2% of the added value and employed hundreds of thousands of workers. The multifaceted impact of creative industries on the economy of Ukraine is emphasized, including direct contributions to production and employment, as well as indirect impacts through supply and consumption chains, as well as their social and economic consequences. SWOT analysis and strategic recommendations provide insight into internal and external factors affecting these institutions, outline effective strategies for increasing competitiveness. The role of creative industries in the economic and cultural development of Ukraine is substantiated, their contribution to GDP, employment and exports, as well as their impact on society is emphasized.

Purpose. The paper is devoted to the theoretical and methodological solution of the scientific problem of substantiating the relationship between the sustainability of mining and the implementation of the circular economy model in the context of the economic security of the state, with an emphasis on the importance of mineral resources. In addition, scientific and practical recommendations have been developed for regulating the circular economy in Ukraine in the context of ensuring economic security. Methods. The paper focuses on various experts and scientists` positions regarding environmental challenges, circular economy, mineral resource management, and economic security. Using the proposed approach of contour analysis of the relationship between the circular economy and the system-forming components of the economic security of the state, the place and role of the circular economy in the system of economic security have been determined. Findings. The research presents the results of a circular economy with the emphasis on mineral resources in the context of the economic security of the state. It has been determined that the circular economy concept combines the peculiarities of various system-forming economic security components (environmental, industrial, energy, mineral resource, social, food). It has been revealed that a circular economy is associated with various scientific trends of the ecological and economic system formation. Originality. The duality of the connection between the implementation of the circular economy model and the components of economic security has been proved, which opens up opportunities for strengthening economic security both through positive effects and certain short-term negative effects. Practical implications. A comprehensive analysis of using mineral resources in the circular economy in the context of the economic security of the state allows forming a number of scientific and practical recommendations for the sustainable ma-nagement of economic security in Ukraine. This makes it possible to create a multi-level system for managing the circular economy in Ukraine, taking into consideration mineral resources.

The article describes the essence of foreign investment and understanding of the concept of "industry". The dynamics of foreign investment inflows into the economy of Ukraine for 2010-2019 is shown and the branch structure of foreign direct investment (equity) in the economy of Ukraine by types of economic activity in 2010-2019 is analyzed. The position of industry in the overall process of attracting foreign capital is analyzed. The structure of foreign investment in the industry of the economy of Ukraine by types of economic activity in 2010-2019 is revealed. The main donor countries of direct foreign investments in the industry of the economy of Ukraine are identified. The basic ways of development of industry of Ukraine are considered. The purpose of the article is to determine the trends of development and features of foreign investment of the national economy of Ukraine. During the research, a set of general scientific methods was used: dialectic method, systemic method, method of analysis and synthesis, induction and deduction, descriptive method, comparison method and specific methods, in particular, economic-statistical methods, graphical method, etc. Practical relevance: the results of this study can be used in teaching the subjects "economic theory", "economic policy", "investing", as well as in the development of industrial development strategies in Ukraine.

The article explores new global external challenges to the development of national economies around the world. The impact of COVID-19 on a country’s economy and society through the prism of rapid implementation of digital technologies in all spheres of public life. The scientific-theoretical and regulatory framework for the development of the digital economy in Ukraine is defined. The total digitalization of Ukrainian society is seen as one of the positive consequences of the spread of the COVID-19 coronavirus, has stimulated an unprecedented growth of digital transformation of all sectors of the economy and public administration. Separate legal acts establishing the fundamental basis for the development of the digital economy and society in Ukraine are analyzed. Specified ways of development of electronic economy through the use of information systems, networks, resources and modern information and communication technologies of new forms of social and economic relations. An analysis of the conceptual and categorical apparatus in the area under study is presented. The legal definitions of “digital economy”, “electronic economy” and “electronic commerce” are commented. The modern trends of economic activity paradigm changes in the development of digital economy, result economy, sustainable socio-economic and environmental development are highlighted. Risks caused by the COVID-19 pandemic can be minimized by developing an effective state anti-pandemic policy aimed, first and foremost, at protecting national interests of Ukraine and ensuring social and economic security of digital and economic development. The conclusions about the ways and strategic tasks of formation of effective state antipandemic policy of the country are made. It is stated that the current stage of global socio-economic development is characterized by the significant impact of digitalization. The current research revealed that digitalization of all spheres of society is a global trend; the COVID-19 pandemic has influenced and continues to influence the economic situation in all countries of the world.

 “MANAGEMENT IN THE FIELD OF WASTE MANAGEMENT IN THE CONDITIONS OF TRANSITION TO THE CIRCULAR ECONOMY IN UKRAINE”

 Public welfare is the most important socio-economic category in macroeconomics. The level of social welfare of citizens is determined by the compliance of actual indicators with existing norms and standards, however, it is rarely used when comparing effective economic indicators among countries of the world. However, taking into account negative environmental externalities leads to a violation of the market situation and a decrease in the country's GDP in conditions of environmental degradation and irrational use of natural resources.
 The basis for the introduction of a circular economy is the sorting and recycling of waste, minimizing negative externalities in production activities. Ukraine has a negative tendency to introduce recycling, and most industrial enterprises use outdated, environmentally hazardous technologies that negatively affect the ecosystem. The processes observed in Ukraine are cumulative in nature, and the development is due to ecosystem degradation, that is, when negative losses in cash are taken into account, most enterprises must have negative indicators of economic activity, since more than could be spent on restoring the natural environment and production costs get profit from the sale of goods.
 Therefore, in the proposed monograph, sponsored by Viktor Koval, Inessa Mikhno and Mariana Petrova “Management in the field of waste management in the transition to the circular economy in Ukraine”, the problems of the formation of a circulating economy where the basis is the waste management scheme are investigated.
 The monograph studies that the filtrate from landfills is enriched with toxic substances that make up the waste, or are products of their decomposition (heavy metals, organic, inorganic compounds) and negatively affects the vital activity of soil microflora and plants, the enzymatic activity of soils and their fertility, and therefore the quality of agricultural products.
 The scientific results of the study indicate the solution of a number of theoretical and methodological issues of improving the sphere of household waste disposal in Ukraine, the methods of analytical accounting of losses from the functioning of landfills.
 The author’s scientific novelty consists primarily in substantiating the current situation in the field of waste management from the perspective of maximizing public welfare, creating models of anthropogenic impact on the ecosystem and models for analyzing the degree of introduction of the circular economy in the country, which contribute to the introduction of new environmentally and economically sound technologies in Ukraine.
 In the applied aspect, it represents the conceptual basis developed by the author for the formation of a model for calculating the anthropogenic impact on the ecosystem and forecasting the introduction and development of a closed-loop economy in Ukraine, which is based on the scientific, technological and innovative development of resource-saving systems based on the formation of the waste processing and utilization industry. The experience of the developed countries of the world indicates the possibility of achieving significant economic, environmental and social effects through the formation of the waste management industry and turning it into an integral element of the socio-economic infrastructure of regional economies.
 The monograph highlights the problem of increasing the amount of waste and the environmental impact of landfills, and evaluates macroeconomic indicators taking into account the environmental impact factor. A comprehensive theoretical analysis of the current state of the sphere of waste disposal, a justified organizational and economic basis for their disposal, and ways to solve the problem of waste accumulation are considered.
 The scientific results of the study indicate the solution of a number of theoretical and methodological issues of improving the sphere of household waste disposal in Ukraine, which increases the function of the country's public welfare.
 Using the models indicated in the monograph, it is possible to calculate the environmental burden from anthropogenic activities, determine the damage done and analyze the degree of introduction of the circular economy in a country or region.
 Technologies and strategies for introducing a circulating economy have been developed and partially implemented in developed countries, therefore, Ukraine can adapt them to internal capabilities and needs, and will reduce risks associated with innovation. The evolution of the economies of countries is necessary for the simultaneous development of the world economy and increase the potential of Ukraine and improve the quality of life of the population.

In order to explore the study of regional industrial parks at home and abroad and objectively analyze problems that China industrial parks are facing, the symbiotic system along with technical and policy aspects of eco-industrial parks will be analyzed and observed by reviewing the researches on eco-industrial parks. Eco-industrial parks’ construction in china should be continued by focusing on their industrial transformations and environmental reform processes under the premise of enhancing competitiveness of the existing industrial parks established based on circular economy and theories of eco-industries. It is the only way for China to build a model environment-friendly and resource-saving society by establishing circular economy based on particular mode of symbiotic manufacturers cluster network and the industrial transformations and environmental reform for its economic and technological development zones and high-tech industrial parks. The feasibility analysis, reform programs and reform models of transformation for industrial parks are focus problems scholars pay close attention to. At the same time, research of industrial parks’ industrial transformations and environmental reform based on Complex Network technology will provide effective support which could speed up the process of transformation. Purpose. The aim of the article is the formulation of proposals for improving taxation of certain branches of the Ukrainian economy in the conditions of martial law and in the process of post-war recovery based on the identification of asymmetries in the tax burden by types of economic activity. Methodology of research. The following general scientific and special methods were used in the research process: analysis, synthesis, induction and deduction - when studying the structure of GDP and tax burden by types of economic activity in Ukraine; description, abstract and logical - when characterizing the directions of reforming the tax system, given in the post-war reconstruction plans of Ukraine; abstraction, description, comparison - to substantiate directions for improvement of taxation of individual branches of the economy of Ukraine. Findings. It was established that the specific weight of certain types of economic activity in the structure of GDP does not always correlate with the share of these types in the structure of tax revenues. This is due to the differentiation of the level of taxation of certain types of economic activity in Ukraine. It is substantiated that, despite large asymmetries in the taxation of certain sectors of the economy in Ukraine, it is impractical to equalize the level of taxation for certain types of activities or sectors of the economy. In the conditions of prolonged martial law and for the period of post-war recovery, it is suggested that in the process of reforming the tax system, the sectoral specifics of Ukraine's economy, the state of functioning of individual industries and the priority of their products should be taken into account. Originality. The directions for improving the taxation of certain industries and types of activity in Ukraine, given in the post-war recovery plans, are supplemented by proposals regarding the taxation of economic entities in the agricultural and construction sectors of the economy and the sphere of wholesale and retail trade. Practical value. The results of the presented research can be used in the process of improving the tax policy of Ukraine in the conditions of martial law and post-war recovery. The article assesses the damages and losses caused by the military actions at the economy of Ukraine, taking into account the possible needs for the restoration of the economy, which will allow to propose options for relations in the functioning environment in the event of the continuation of the hostilities. The main consequences of military actions in Ukraine in the context of the damage to the national economy are determined, which creates an assessment base in the context of three indicators of the non-parametric model: damages, losses and needs. The necessity of using the method of analysis of the functioning of such an environment as, which will allow to identify patterns of damages and losses as a result of military actions in accordance with the needs for the recovery of the national economy in order to find effective variations of the relationship between the types of economic activity in the country as a whole and the types of economic activity in the regions, is substantiated during the war year. It is analyzed the functioning environment of the country’s economy by types of economic activity and the functioning environment in the regions of Ukraine by types of economic activity in coordinates by coefficients of the ratio between losses and needs and coefficients of the ratio between losses and needs, which has made it possible to build an efficiency line and, through visual observation, to determine the level of the efficiency for each object in the context of the current state and the future perspective in the face of a long war. A strategy for the development of the environment for the functioning of the national economy of Ukraine in the conditions of the damages and losses caused by the war is proposed, taking into account the possible needs of the national economy, which was implemented thanks to a joint analysis of the efficiency lines of the already investigated functioning environments. The existence of three dynamic zones in the formation of a strategy regarding the level of response to the duration of the war is substantiated: motivating business, motivating business in the needs of the regions (regions of Ukraine), additional losses (losses) of the regions (regions of Ukraine) due to the continuation of the war.

Introduction. The post-war reconstruction of Ukrainian economy requires a focus on international sustainable development practices. In this context, the concept of the blue economy, focused on the rational use of marine and water resources, is of particular importance. Ukraine's economy is at the stage of integration into the EU. In this regard, there is a growing need to develop it in line with the EU's key priorities. This includes ensuring infrastructure development, renewable energy and social sustainability. Therefore, analysing the potential of ESG financing for the development of Ukraine's blue economy is an urgent task both in the context of post-crisis economic recovery and within the framework of the country's European integration. Problem Statement. Assessment of the prospects and needs for ESG investments for the development of the blue economy in Ukraine. The purpose is to substantiate an innovative approach to assessing the role of ESG investments in the blue economy for the post-war recovery and European integration of Ukraine's economy. Methods. The study is based on a combination of qualitative research methods. The potential of ESG investments in the development of the blue economy in Ukraine is assessed using content analysis, comparative analysis, PEST and SWOT analysis, case studies, graph analytical method and expert evaluation. Results. The article analyses the potential of ESG investments in the context of developing the blue economy. The theoretical part of the study is based on a systematic analysis of scientific publications, analytical reports of international organisations and blue economy development strategies. Ukraine does not have a comprehensive blue economy development strategy, but there are some elements of policies in the field of renewable energy, shipbuilding, water transport, eco-tourism and marine ecosystem protection. A comparative analysis of the essential and structural characteristics of the sustainable development economy, green economy, circular economy and blue economy is made. The PEST-analysis revealed the potential for the development of the blue economy in Ukraine, including the potential for digitalisation of water resources, the introduction of artificial intelligence to monitor the state of the marine environment, and innovations in aquaculture. The article analyses the contribution of the blue economy to the EU economy in 2009-2023 as a percentage of GDP and employment. The SWOT analysis revealed the strengths of ESG investing, including the possibility of obtaining long-term capital on more attractive terms, improving the country's reputation among donors and investors, and compliance with global standards. Weaknesses include institutional weaknesses in environmental governance and limited access to green financial instruments for businesses. Conclusions. The development of a blue economy in Ukraine requires the involvement of ESG investments as an effective tool for rebuilding the country's economy and its integration into the EU. After all, the development of ESG investments allows combining economic growth with environmental responsibility and social well-being. Therefore, the growing strategic role of the blue economy in the process of post-war economic recovery in Ukraine is associated with the opportunity to enhance its investment attractiveness, which will be accompanied by the growing attention of European and international ESG investors to the processes of reconstruction and quality development of the blue economy sectors. A developed regulatory framework and strategic research are the strengths of the EU's blue economy. Accordingly, the blue economy in Ukraine will contribute to regulatory and financial convergence with the EU. ESG investments should become a central element of the National Post-War Recovery Strategy, ensuring not only economic growth but also social cohesion, environmental safety and compliance with European standards.
