Abstract

Abstract. Human capital is one of the most important strategic resources in any country. Much has been written about human capital, it is a generally accepted value in which, like any capital, one needs to invest. In the modern world, the dynamics of human capital development is monitored by a special program of the World Bank. Since 1990, it has been tracking the dynamics of a number of indicators that form trends in the development of individual components of human capital. During the Soviet period, such studies were not carried out by the World Bank, but the indicators that subsequently participated in the rating did exist. The purpose of this study is to study the indicators that determine the dynamics of human capital development in different periods of the existence of the USSR. The research materials are the official statistics of Rosstat, the World Bank and the State Educational Encyclopedia.
