Abstract

Since the Anti-Corruption Act was enacted in 2001 and the Anti-Corruption Commission was established in 2002, the Korean government has implemented a comprehensive anti-corruption strategy and plan at the pan-government level. These include the anti-corruption basic plan in 2002, the road map for anti-corruption in 2003, an action plan based on the anti-corruption basic plan, and the five-year comprehensive anti-corruption plan in 2018. Korea's anti-corruption laws and systems were systematically reorganized through three long-term plans. And as a result, Korea's corruption perceptions index improved to 32nd out of 180 countries as of January 2022. This paper compares and analyzes the nature and main contents of the past government's long-term anti-corruption plans to help establish and implement anti-corruption long-term plans based on public participation.
