Abstract

The article is devoted to the use of negotiation technology by law enforcement officers in crisis situations on the example of the police of El Salvador. The historical background of the emergence of the police in the Republic of El Salvador, its primary structure, its role in the civil war of 1979-1993, the Chapultepec Peace Agreements, the transition from the punitive functions of the National Guard to the law enforcement of the National Civil Police (PNC), which is currently the main law enforcement agency of the state, is briefly presented.  The article notes the universality of negotiations as a technology that allows a police officer to successfully get out of a crisis situation with minimal damage to himself and the parties to the conflict, to prevent or minimize the consequences of an offense or crime. A list of recommendations on the organization and content of the stages of the negotiation process has been formed. The professional competencies necessary for a successful negotiator are identified. The conclusions summarize the research work done and determine the optimal approaches to the selection of negotiators from among police officers and the conditions for the formation of their necessary professional skills and personal qualities.
 Based on the analysis of the activities of the Salvadoran police, it is obvious that many important skills of a negotiator can be acquired by an employee either within the framework of professional experience or in the process of special training.
