Urban development projects have been progressed to create a living environment and regional balanced development by local characteristics from the past, but the evaluation is insignificant. Despite this fact, Korea government has worked the ‘Urban Regeneration New Deal’ policy to improve the living environment. Therefore, this study evaluates the effects and problems of the projects. The results will be used for future urban development projects. As a part of the appraisal, the field survey and questionnaires were analyzed for the area of Red block plan in Daegu. First, in the Red block area, the walkway in the park was well maintained, but there was not much difference in the environment change before and after the plan except signboard maintenance and road floor maintenance. Second, the project did not collect opinions from the residents before starting. It was also evident from the evaluation of the business, even when most of the item evaluation scores were below 3 points. Third, the average score was 3 points for walking safety, convenience, and comfortability, whereas the score of night lighting was only 2.6.
