Abstract

The article analyzes the state policy of Brazil in the oil and gas industry. It focuses on the specific features of the oil and gas sector and their impact on the formation of energy policy both on a national scale and at the level of individual regions of the country. It describes the state of the oil and gas industries and shows the dynamics of their development at the present stage. The reasons and features of liberalization of the oil and gas sector, as well as the hallmarks of the evolution of legal regulation in this sector, are revealed. The legal framework and policy documents that form the basis of Brazil’s state policy on the development of hydrocarbon resources, as well as the powers of the Brazilian government bodies responsible for its implementation, are analyzed. The principles underlying the reform of the oil and gas sector are listed. The tariff and financial mechanism of regulation of the oil products market is described. The internal and external challenges faced by the sector are analyzed. The positive experience of the development of the Brazilian oil and gas sector, which may be in demand in Russia, is underlined.
