Abstract
It is always important to assess what energy efficiency opportunities are available to state budget-funded organizations. In this paper, we present energy efficiency ranking methodology developed specifically for state budget-funded organizations and based on benchmarking and hierarchy analysis to rank multi-level energy consumption criteria. An approach to a comprehensive organization analysis includes a utility function and linguistic variables. The results can be helpful for decision-making in regards of energy efficiency measures.
