Abstract
This article presents the results of the author’s research of university development programs presented by the participants of the Strategic Academic Leadership Program “Priority 2030”. The analysis of strategic projects and indicators of 187 universities allowed us to form a logic for evaluating and choosing alternative strategies, a matrix for assessing the resource intensity of achieving indicators in the context of key processes for developing strategic measures, as well as a matrix for coordinating the policy of the organization of strategic management, knowledge management and financial and economic policy of the university.
