Abstract

Overcoming the stagnation of the Russian economy requires a significant increase in investment not only in science, technology and fixed assets, but also advanced investments in human wealth, especially in healthcare, education and families. This will combine economic growth with increased welfare, provided that capital exports cease and there are significant structural changes in wages and their comparative efficiency.
