Abstract

This study reviewed the concept and operation of Indo-Pacific strategy of Trump administration. The strategy became a new gelogical concept combined with the ‘China Bashing’. The U.S-China competition intensified from trade of customs to technology, marine and space competition, and it expanded to value struggle between the U.S and China during the US presidential election. At the same time, Trump’s ally bashing based on ‘America First’ caused rupture with allies and the internal conflict in Washington regarding the diplomatic practice. Thus, the Indo-Pacific strategy was conceptualized during Trump administration led by the Congress, the Ministry of Defense and the State Department aiming to check China, but its practice was very limited. President Biden has asserted the recovery of American traditionalism based on he multilateralism, alliance and value diplomacy that was damaged during the Trump administration. Biden explained that they will practice the U.S-Chaina strategy competition optionally based on the cooperation, competition and conflict. Thus, it is highly likely that the Biden administration’s competition will be positioned somewhere between the ‘hegemonic competition’ and ‘cold peace’. Also, it is very likely that the U.S will combine the military and economy of the allies to block the Chinese influence.
