Abstract
This study analyzes the phe prospect of school age population decline and the direction of future education reform were analyzed. And the role of local councils to improve the quality of education was studied. The main results are as follows.
 First, local councils need to actively improve the quality of preschool, elementary, and secondary education by reducing the number of students per class.
 Second, local councils need to promote the enactment of ordinances to support bridging the gap in higher education under the jurisdiction of local governments, ordinances to support distance education, and ordinances to support artificial intelligence education between universities, local governments, and education offices.
 Third, local councils need to pay attention to the enactment of ordinances to support educational cooperation between metropolitan and provincial offices of education and local universities.
