Abstract
The restoration of the barbarously destroyed Arc de Triomphe has symbolic significance for Syria and Russia. In a situation of significant destruction of the monument, there are opinions suggesting not to restore the monument, but to perceive its ruins as a historical reality. The reconstruction of even completely lost monuments is considered permissible with their important urban planning role. The development of the project for the restoration of the arch in Palmyra will be preceded by its graphic reconstruction, i.e. hypothetical reconstruction of the historical appearance of the monument existing in a ruined state.
