무형문화유산 활성화를 위한 수요자 인식에 관한 실증적 분석

Abstract

2012년의 조사에 따르면 중요무형문화재의 27.6%가 전승 단절 위기에 처한 것으로 나타났다. 전문가들은 이러한 문제가 정부의 한정된 지원 문제와 국민의 무관심 그리고 사회적 수요의 부족 등에서 비롯된 것이라고 지적했다. 정부의 지원 및 사회적 수요의 부족으로 인해 기 예능 보유자들과 전승자들이 전승활동만으로 생계를 유지할 수 없기 때문에 전승활동을 포기하거나 기 예능을 배우려는 사람이 나타나지 않아 문제가 생긴 것이다. 이러한 문제를 해결하기 위해서는 장기적인 관점에서 국민의 의식수준을 제고하고 수요를 활성화하여 무형문화유산의 자생력을 높이는 정책이 필요함에도 불구하고 정부는 이와 관련한 부분보다 전승자의 여건 개선에 주력하고 있다. 이에 본 논문에서는 수요 측면에서 기존의 무형문화유산 정책 및 제도를 비판적으로 검토하고, 실증적 조사를 통해 수요자인 시민의 인식수준과 요구사항 등을 파악하여 수요 활성화 및 제도 개선 방안을 제시하였다. This study aims to examine the problems that transmissions of an intangible cultural heritage in Korea may be cut off because of the public indifference, low demand for it and lack of government funding and seek ways to revitalize an intangible cultural heritage by increasing citizens' awareness of it and demand for it. According to recent studies, many holders of important intangible cultural properties have a difficulty doing because government funding is not enough to make their living and people who want to learn and pass on traditional skills keep decreasing. Many experts say that governments need to increase citizens' awareness of an intangible cultural heritage and demand for it in the long run to solve this problem, but governments focus on improving condition of holders rather than that. On this account, this study criticizes the government's policy and surveys citizens' awareness of an intangible cultural heritage and demand for it and suggests a plan of revitalizing an intangible cultural heritage.
