Abstract

By the example of Rostov region, Stavropol krai and Krasnodar krai, the article identifies the CPSU’s role in changes in the USSR administrative system in the 1960-1980s. The paper shows interrelation between the measures to re-organize the CPSU and changes in the local government, traces the basic stages of this process. The conclusion is made that till the early 1900s, local party leaders maintained local residents’ confidence and continued to implement the central bodies’ decisions at the local level.
