Abstract

For a long time, Ukraine with its resource potential and favorable territorial location fails to guarantee a high level of food security to the population. It seems possible to identify systemic problems of the triune mechanism of the food market through the study of the existing problem mess of the trilemma of food provision in Ukraine. A comprehensive assessment of market conditions will help to understand the reasons for the instability of the Global Food Security Index by examining the nature of the paradoxical fluctuations of its group indicators. So cost parameters are preferred: business structures are focused on maximizing profits, which in a low level of purchasing power of demand encourages them to reorient to exports or reduce the cost, using natural substitutes. Consumers, having a constant set of needs, also seek to minimize costs, so to prefer high-calorie but cheap foods. The result of the study allowed to establish the priority of problems inherent in the domestic food provision sphere that need to be addressed immediately: the issue of flexibility of state customs policy; to balance of population' rational nutrition; to create conditions for fertility restoring of Ukrainian black soils; to maintain the level of purchasing power of household incomes; to provide state financial support to farmers who focus on Ukrainian food markets. Thus, the systemic nature of food policy, which should cover not only the production but also the consumer sphere, taking into account national characteristics, include issues of healthy nutrition, food quality and safety, rural development, scientific support, the problem of food supply should not be addressed separately. Researching the fluctuations of the Global Food Security Index of Ukraine in terms of the achieved levels of the three dimensions of food trilemma and their balancing, it becomes obvious irrational use of natural resource potential and low level of satisfaction of food needs. The key to its solution should be the balanced development of the food hold of Ukraine, achieved by harmonizing market interaction in the food provision sphere.
