Abstract

The article presents an analysis of the language situation in Kyrgyzstan, as it has been formed for over 30 years of the country’s sovereign development. The authors evaluate the place and role of the Russian language in the life of citizens as an effective means of creating human capital for the formation of a personality ready for competition in the modern labor market. The article proposes promising ways of solving the language issue, one of which is is seen in the development of Kyrgyz-Russian bilingualism and the cultivation of the Eurasian mentality. The authors note that throughout the period of the Kyrgyz Republic’s independence, Russian has remained not just the language of inter-ethnic communication both within and outside the Republic, but also the language of science and high technology. Such status of the Russian language sometimes provokes negative reactions from some politicians who see the development of the Kyrgyz nation and the Kyrgyz national state as a return to its “origins” and a cleansing of the Kyrgyz socio-cultural space from Russian influence. However, that idea has failed to gain traction with the population of the Kyrgyz Republic. Due to the high status of the Russian language in Kyrgyzstan and its unwavering popularity as a foreign language, research and educational institutions specialising in teaching Russian as a foreign language, studying the interaction between Russian and Kyrgyz, translations, etc. attain the particular importance. In the Kyrgyz Republic, such institutions are the Kyrgyz–Russian Slavic University and especially the Institute of the Russian Language at the Kyrgyz–Russian Slavic University. The article analyses the activities of the Institute of the Russian Language and evaluates its work, in particular, over the course of the pandemic.
