СУЧАСНІ ОСОБЛИВОСТІ ФОРМУВАННЯ ОБОРОННОГО ТА ВОЄННО-ЕКОНОМІЧНОГО ПОТЕНЦІАЛІВ УКРАЇНИ

Abstract

The national interests of Ukraine today require the immediate development and implementation of a set of measures to ensure the effective use of available resources for economic progress, increasing and strengthening the defense (OP) and military-economic potential (MEP) of the state. The study of the problems of assessment and balanced development of the state's PEP is one of the main components of the problems of further development of Ukraine as a whole. The authors in the article made an attempt to reveal the essence of the concepts of OP and PEP of the state from the standpoint of military science. The main theoretical aspects of the formation of the OP and EEP of the state in the modern conditions of the development of the Armed Forces of Ukraine and Ukraine, presented in the article, will make it possible to form the basic principles in understanding these concepts and their components, to determine their relationship in modern military science, and also to choose the main directions conducting research on such topics. An analysis of the PEP and especially its active part (the military economy) shows that the state of economic support for the EP of Ukraine now has significant discrepancies between its needs and the attention paid by the state leadership to its resource provision. One of the main problems of this state of affairs is the rather significant uncertainties in the methodological aspects of its interpretation and assessment. Today, the main tasks of improving the institutional and administrative mechanism of state leadership for the development of the country's OP include the need to modernize the procedures for managing military-economic activities, in particular, the systems of military financing, pricing for military products. But this can be realized in the modern conditions of the development of the Armed Forces of Ukraine and Ukraine as a whole only in the case of improving the existing procedures for assessing the sufficiency of the state AE and EP in terms of the main components of their functioning.
