Abstract

The issues of improving the state policy in the field of housing and communal services in Russia are currently being actively discussed by the scientific community. The implementation of projects to improve the management of this sphere requires optimisation of already existing tools and mechanisms of management and control. This article considers the place of information infrastructure optimisation in ensuring the efficiency of social services provision for the population, as well as the attempts of the Russian leadership to optimise the system of state control of the housing and utilities sector. The study substantiates the importance of centralised and systemic development of this sphere, considers the main trends in the development of the industry, formulates the main problems faced by the country’s leadership in the implementation of the GIS of housing and communal services, and identifies the main tools to overcome the existing problems in the sphere of housing and communal services.
