Деятельность Управления Алтайского округа в региональном контексте Февральской революции

Abstract

The article is devoted to the analysis of the position and activity of the departmental leaders of the Altai District in the conditions of regional development of the February Revolution. The authors consider the process of recognition by the old administration of the district of recreated Committee of Public Order. In the absence of instructions from the Cabinet of His Emperor Majesty the Administration of the district continued to consider itself as the legitimate local government. Only after confirmation of the powers by the Provisional Government, the Administration of the district started the dialogue with the Committee of Public Order. Decisions of Conciliation Commission analyzed in the article, became the main result of the activity of the Altai District Administration in the first days of the Revolution. Conclusions of the commission were aimed at providing public order in the district. The elimination of the Cabinet`s property which began in the second decade of March and growth of pprotests of the population against the officials in the district predetermined the loss of the real power of the district Administration. The authors come to a conclusion that after official elimination of the Cabinet`s land tenure the attempts of former Cabinet`s administration of Altai to keep powers of authority were obviously useless.DOI 10.14258/izvasu(2017)2-03
