Abstract

This article examines the issues that characterize the need for systematic regulatory actions on the part of state institutions, especially in those areas where independent economic entities are not interested in solving complex socio-economic problems. That is why the problem of state regulation of territorial development is particularly relevant in the current conditions, when there is a search for a balance between market methods of regulation and state influence on the development of the economy. The study of the decisions taken by the Executive authorities of constituent entities of the Russian Federation, taking into account the changes in the current regulatory and legal acts; examine the primary causes of the slowdown of the process of forest management; preconditions that affect the effective functioning of the forest complex of the Russian Federation. The problems of the functioning of the forest complex, characteristic of the subjects of the Russian Federation, which are part of the Volga Federal District, are considered. The features of the functions and ways of using forest resources are formulated, the factors that determine the classification of ways of using forest resources are systematized, on the basis of which the terminology base of scientific research is clarified; the subject-object relations that arise during the use and reproduction of forest resources are investigated. In order to further develop market relations in the field of forest management, the potential of the forest complex of the region is analyzed; the concepts of economic accessibility of forest resources are defined and explained; regional features of the management of the forest complex of the region are formulated
