Abstract

The article analyzes the philosophical and methodological aspects of hybridity as a characteristic of modern public administration. The author makes a conclusion about the epistemological relationship of hybridization as a way of implementing the paradigm transit experienced by modern public administration and the reasons that generated this transit, the crisis of public administration. The article determine the negative consequences of the continuation of the empirical tradition of positivism in relation to the search for a new paradigm of public administration.

В упомянутой же работе, основываясь на этих идеях, нами была сформулирована в качестве новой парадигмы концепция сознательного публичного управления (сознательного государства), из которой как из общего основания и единого корня произрастают все рассмотренные выше концепции и направления поиска [Большакова 2019]

Summary

Introduction

Автор делает вывод об эпистемологическом родстве гибридизации как способе осуществления парадигмального транзита, переживаемого современным публичным управлением, и причин, породивших этот транзит, – кризиса публичного управления. В статье определяются вытекающие из этого вывода негативные последствия продолжения эмпирической традиции позитивизма применительно к поиску новой парадигмы публичного управления.
