Abstract

The phenomenon of acquiring distinctive car numbers began in recent years in the Arab community clearly, and this phenomenon moved to the Iraqi society, which is affected by its regional environment in terms of social phenomena, and this matter constituted a necessity for countries to intervene in order to find a legislative organization for this phenomenon legally, Most of the Arab countries, in addition to the traffic law, enacted special laws for distinguished numbers, and in order to understand the subject of the research, we discussed what these numbers are, how to organize them, methods of selling them, and the parties that can be dealt with. Through the research, we concluded that the legal systems in the Arab countries differ in the issue Defining and defining what the distinguished number is, in addition to their lack of agreement on the rights that entitle the owner of the distinguished number. In the end, we recommend that the Iraqi legislator add texts dealing with the issue of auctions that take place between individuals, whether they are held in car showrooms or through the Internet, which are absent from most legislations despite their existence in reality.
