Abstract

In the context of modern economics and sociology, the issue of assessing the social welfare of citizens be-comes urgent. The present study aims to critically analyze the existing methods of determining this indicator, as well as to formulate new approaches to its measurement. The relevance of this approach is due to the instabil-ity of indicators such as GDP per capita, which can no longer always adequately reflect the real state of citizens’ well-being. The primary aim of the study is to identify the key welfare parameters designed to unify the as-sessment of this indicator, and to develop a mathematical algorithm for calculating the SWI – social welfare index. By applying the analytical method of analysis, a model for assessing the SWI was developed, which al-lows for a comprehensive comparison of objective and subjective criteria of welfare. Particular attention is paid to the socio-cultural significance of human capital as a central resource for the development of the state. At-tracting highly qualified specialists through the creation of conditions for welfare improvement can become a decisive factor in strengthening the scientific and technical potential of the country, as well as in improving the demographic situation. As the final result of the scientific search, the author's definition of social welfare is pre-sented, a working model for calculating the SWI is created, and the parameters of 87 subjects of the Russian Federation are analyzed. Thus, the paper provides new insights on the problem of measuring social well-being and offers innovative approaches to its solution.
