Abstract

The article is devoted to the problems of participation of unorganized volunteers (volunteers) in measures to eliminate the consequences of emergency situations and provide assistance to victims. The conceptual analysis of the current use of key terms, motivation of voluntary (volunteer) activity is carried out. The typology of organizations uniting unorganized volunteers (volunteers) is considered. The positive and negative factors of their activities that influence the decision of the territorial bodies of the Ministry of Emergency Situations of Russia, local self-government bodies of various tasks of eliminating the consequences of emergency situations are summarized. To regulate the activities of unorganized volunteers (volunteers), the authors propose the use of a set of goals and objectives that determine the content of management. This will simplify the process of developing an effective strategy and will contribute to the formation of effective interaction between the category of volunteers (volunteers) in question, authorities, the Ministry of Emergency Situations of Russia, verified volunteer (volunteer) organizations.
