Abstract

To establish the direction of an appropriate intellectual property policy system suitable for the Korean context amid changes in the environment surrounding intellectual property, this study examines issues and alternatives. The priority of the pending issues to be resolved in the intellectual property policy system is not the integration or separation of organizations, but the effectiveness of overall strategy establishment and adjustment and the securing of expertise in such policies for each field. We emphasize that, unlike industrial property rights, copyright is unique in that it is combined with personal rights, and that the balance between protection and utilization is important. Through this, this study established a starting point for moving the frame of the problem toward the more fundamental development of individual intellectual property rights, beyond the limits of the technology-centered unilinear integration theory in the discussion of the existing intellectual property policy system.
