Abstract

This article aims to study the importance of the principle of meritocracy in the recruitment of personnel to the civil service of the Republic of Uzbekistan. The article analyzes the essence, features and application processes of the concept of the principle of meritocracy in our Republic. The normative and legal documents on the application of the principle of meritocracy in the recruitment of personnel to the civil service have been studied. The positive features of recruitment to the civil service on the basis of open competition are systematized. The practical work carried out by the Agency for the development of public service under the President of the Republic of Uzbekistan over the past period is analyzed. In addition to the agency’s achievements, the article highlights the shortcomings it has addressed. In particular, the lack of a normative legal document on open competitions for civil service positions on the basis of meritocracy was noted as the most problematic aspect of the issue. Therefore, the article proposes to develop a Regulation on open competition for vacancies in the civil service and focus on a number of issues. In addition, it is justified that the recruitment of personnel to the civil service on the basis of open competition should be carried out in all public bodies of the civil service and its necessity.
